I, for one, love the tapered skirts. Yes, they display the arc of the hip, but this one is quite gentle and flattering. A size up would make the skirt sit lower on your waist, which would smooth the tummy area, but slightly widen the look of the waist. I think this is not too small, and you look quite slim. This one fits perfectly in the waist, but I'm not sure about the hips. How does it look? It tapers in at the hips, and my fear is it accentuates my protruding tummy too much.
