The actual measurement is 29 inches at the waist. The rise is 10 1/2 inches. They are very high waisted. The waist measurement is probably the actual measurement of your actual waist-- around the belly button or just above. At least that is how they fit on me. I recently got a pair of dark straight leg jeans from Diesel ( still at the alteration place) and I needed size 28 , I usually wear 26/27 in premium jeans.
