After several trips to Europe with damaged, sensitive feet, I've ended up packing 5 pair of shoes to deal with all the walking by changing shoes all the time, thus lessening the pressure points of any one pair. It limits the packing space a fair bit but keeps my feet functional if not cheerful. I've really not found any other way that works for me.

I walked 9 miles a day, lugging my suitcase up and down train platforms, and aside from MBT booties that held up well in cool weather, nothing in summer was realistic to pack as a solo item. Wishing and hoping doesn't make it on European vacations. The cobblestone sidewalks alone can bring you to tears in the middle of a tour.

Send her off with cab fare and she'll have a great time.

One more Mary Jane style that might pass her checklist. I found them to be very good walking shoes on our last Europe trip. A bit lower on the fashion scale, but cute on the foot.

Carter, I have had good luck with flexible-soled flats with slight wedge heels for for walking in European cities with cobblestone streets. Me Too and Aerosole are good brands. The Aerosole "Mr. Softee" is especially comfortable and presentable. DSW has them. Driving moccasins are another classic possibility, good for narrow feet.

Suz, I have yet to figure out if I have high or low volume feet! She is tall and thin. Her feet are slender, but narrows don't usually work because of bunions/other toe issue. Also the bones on top of her feet are riddled with arthritis, so they are quite pronounced and tender. Because of this, straps across the middle of the foot or high, stiff vamps don't work well.

Oh -- closed toe and not sneaker. Okay.

I am unable to wear this type of flat, as I mentioned, but I do have some ideas...

More soon.

ETA: do you know if she has low or high volume feet? This is important.

Clarks are great for many, but I find them too wide in most style for my foot, for example. And my feet are not super narrow...

You and your stepmom may also want to peruse through barkingdogshoes.com for reviews and filtering through any foot issues she may have. I tend to like laces or at the very least buckles/velcro for very long days so I can loosen the shoes as my feet swell. I need padding and support for heavy walking -- and all those qualities tend to be incompatible with attractive footwear! I'm thinking funky or quirky might work. . .

I love my Think! and Trippen shoes. Both skew more arty, though. Munros and Paul Greens are always winners for me, too, on the more classic side. I have the first four Finds below, and Angie has the fifth pair.
Another thought is AGLs (6th Find below). I can wear them for long periods and a fair amount of walking. They don't have as much support as the others I've mentioned, though.

eta: I wore the Think! pair sightseeing in Europe last summer, during a heat wave. They were amazing: no blisters, great support, stable.

I can vouch for those Munro Zena sandals Angie recommends. Super comfortable for 8 miles of steady walking! They worked so well, I've duplicated them in beige and both pairs are in steady rotation.

I do sympathize, though, with your search for low profile, non-sneaker, closed-toe shoes that are comfortable for hours of walking. The choices are really limited, especially if you aren't into ballerinas (not enough arch support for aging feet) or super casual outdoor shoes.

These are the shoes I wore on our last big trip (lots of city/museum walking), The Ahnu has a little support. The Camper is basically flat but with soft leather and I added a drugstore shoe cushion. Both have covered toes.

Shoes are so personal, but, if your stepmom thinks a dressy sneaker is an oxymoron, she might be interested in checking out some of the European comfort brands like Reiker, Naot, Arche, Mephisto, Finn Comfort, and Ecco. They can be a bit pricey, but spending $$$ on a trip and being hobbled by footwear has never made sense to me.

I can personally vouch for the the Mephistos--not the most stylish shoe, but they served me well from dawn to dusk on a 4-week vacation in London, Paris, Prague, and Budapest where I walked constantly for 8-10 hours a day.

My Munro sneaker style has also been a walking workhorse.

Suz's suggestions are all excellent (love your shoes Suz!!) , but I do want to note that I have found the Sofft Innis sandals to be a little too loose on my low-volume foot if I got the size that was long enough. I have had other Sofft sandals that were a perfect fit and they are super comfortable. Like anything else, have your mom be prepared to try on a few different choices. Also the Joseph Seibel Caspian (another one of Suz's finds) was discussed at some length on another forum posting today, you might want to check it out

Suz, she has a pair of sneakers she'll take, but she really likes to dress up everyday, so she'd feel more fab in a dressier shoe. Sandals are ok as long as the toe area is covered.

Sandals are okay? If so, I highly recommend Sofft. Easy to dress up or down.

Ecco Damara are another option but to my experience not as comfy. They are not as supportive as the Sofft. (I own both).

She probably needs closed shoes also. Why no sneakers? Fashion sneakers are so fab right now! Slip ons would be perfect!

I can't wear flats usually since they won't stay on my feet so can't really suggest but I would imagine Sofft could be a good bet here as well, or Ecco again. Clarks, too.
