Euro sizes deliberately differ to begin with. If I wear a 38 in a German brand I normally have to go two "sizes" up to a 42 in an Italian brand. And even if you only look at German brands, the sizing is not consistent. I've worn up to three different sizes when it comes to bottoms, never mind tops. So if they were supposed to deliver 200 smalls, and they only had 180, they'd just mark 20 mediums as small and ship them out anyway. Whatever the "conversion" was, which can vary from US 2- US 8 IME, as long as I picked the 38 I was usually safe. Never mind that they were way too long; they weren't tight at all and the reason I passed up on them was because the crotch was baggy in a strange way. I just checked and a 38 is a US size 8? That can't be (I have small hips but a very large apple belly and in general my sizing is a snug 12 at the moment). I thought that European sizes had maintained a much better consistency than in the US. </p>
