The CE dress is more refined and higher quality, but the Target dress is more playful and more versatile. I think there is room for both and here is why: The CE dress is sort of a statement dress in and of itself, with the pretty neckline. The Target dress isn't much of a statement on its own, but makes for a fabulous blank canvas.
