Not necessarily, but good question. A low rise can have a normally positioned crotch point, and a dropped one. A higher rise can have a normal crotch point, or a very dropped one. My harem pants are high rise and VERY dropped in the crotch. It's all about the relationship between the waistband, hip measurement and rise measurement. This trick adds length to to the leg.
