The smaller size pressed on the top of my foot and squeezed the sides. Is your foot rattling around or does it just feel roomy? I had them on and just felt where my toes were. I tried them on with thick socks too and they are more tight around the ankle and the middle of my foot then, but that doesn't change the length. I can wear thin or thick socks because of the extra room. How are you measuring the inch?
