When you have horizontal wrinkles like that, it means the pants are narrow width-wise. These types of wrinkles are more common with the close-fitting pants (and lycra blend fabrics) popular right now. If you were buying dress pants, which you skim over your curves and not strain anywhere, then I'd fret over the wrinkling. I'm not sure about how it fits across the front. I'm getting a lot of whiskering (I think I'm using that term correctly).
