I had this same problem with several ankle pants. For me it's getting more ease at the calf. They can't be too slim. So that's a tricky deal to have just the right fit or taper but not hang up. It means this is not a slam- dunk style for me.
Wider crops or culottes don't have this problem so just the right pair if this is an option.

I've noticed the same thing as La Pedestrienne. Jogger style works best for me with crops.

I've experimented a bit with layering tights underneath cropped pants for cold weather, and I've been encountering the riding-up problem, too. It's not a problem for me with bare skin, but as soon as I put tights or any hosiery underneath, I get gathering. The only cropped pants I've found that don't do this have a gathered jogger-style ankle that keeps them from migrating. See the Find below -- these are my only successful winter crops. I wore them for Christmas, and will try to get a WIW up later this week when I'm back home.

crops in the warm weather with sandals were fine. Some crops now are not working for me. In the fall I shortened a pair of dressier ankle pants to crop length. wore them with my ankle lace pumps. Then I wore my new crop jeans with higher shaft booties. Looked in the mirror and the length looked perfect-just to the top of the booties. Got in my car and went to bridge. got out of car and the crops had ridden up my leg just enough to really displease me. Pulled them back down, but they were soooo annoying the whole time as every time I got up firm my chair again had to try to be subtle about getting them back down. The dressier ones were better as the riding up a bit did not look as bad or feel so uncomfortable. So now the solution is only wear crops that are stretchy and tighter on my legs as these do not ride up. Any ones that are looser on the legs are going to ride up. Maybe they will work with flats or something, but with higher shaft booties they don't work..
