I'm a dry clean vote, like Taylor hand washing has ruined items of mine at times.

Can't you hand wash wool with Woolite? It's even a long while, but I used to do that.

Does it make a difference if the skirt has a lining?

I too have had excellent success hand washing most everything in cool water. Unless an item is particularly bulky, I always squeeze out the rinse water gently (no wringing) and then roll the item flat in a towel to squeeze out the extra moisture. Then shape and dry flat.

I have a JCrew super 120s wool skirt and after having it out of rotation for far too long, put it in the machine on handwash cycle and dried flat. It came out perfect. I think the weave of the wool is important. I have not had as much luck with sweaters.

I hand wash (or put in soak cycle and spin out and then repeat with rinse water) practically everything I have including coats! Wool comes out better when you wash
instead of dry clean. What shrinks it is not so much agitation (rubbing) but a switch in
water temperature. So don't wash warm and rinse cool, for example.

I thrifted a cute, a-line DKNY black skirt. I didn't realize it was wool. It seemed like a nice, black polyester so I didn't feel the dry clean tag would matter. I double checked the label one last time before I was about to cut the tags and stick it in the washer.

Can this be washed in a cold extra delicate cycle or should I just return? : (
