It is a truly hideous garment called thong jeans. Skin tight pull-on jeans in a light wash. The waist (and I use that term very loosely) just reaches the top of only the most well-groomed "personal area". Then attached at the top is what appears to be white polka-dotted denim thong underwear that ties just at each hip. I hope this helps you have a picture of this.
