My budget is set in stone, no compromise, and my wardrobe has to work around it. If I need quite a few things, I do the same as Rachylou: set a price point for everything. If some items are wants rather than needs, I buy the needs first, then operate a high/low system for the other things. For instance, given your list, I would probably spend less on the tees and shorts, and more on the dresses, shoes and silky tops. It's a tricky challenge, but it works.

I'll confess, I usually let my budget drive my purchases rather than the other way around, so I don't know if my approach will help in this case. I think thinking about a price range for each item, based on what you need it to do and as rachylou mentions, how often it will be worn, is a good way to start. You may be able to find some things for cheaper than you expect and will probably have to pay more for others.

Since you're in the US, unless you have some unusual fit challenges, I'd think you can get each item on your list for less than $50 each, possibly a bit more for the shoes. Tops might be a bit cheaper. $500 for everything? Of course I'm sure you could spend a lot more if you wanted or had specific requirements, or less if you want to bargain hunt or thrift.

I allocate according to time spent on what activities (which define the clothing needed). Then I shop to the price point that will get me everything. If I'm actually covered in an activity area, then maybe I'll go for less-is-more and buy pricey.

I did a closet purge a couple of months ago, getting rid of things I haven't worn in years or things that no longer fit right or I didn't feel good in after my body changed post-baby. It left me with very little to work with and a lot to rebuild.

I'm starting to daydream about warmer temperatures and have started thinking about my spring/summer wardrobe. I'd like to build a capsule similar to what Angie has put together here: http://youlookfab.com/2014/05/.....or-summer/

Additionally, I'd like to throw in a few dresses. I work in a very casual office, so something like this capsule can work for the weekend and for the office most days (provided I keep a topper or two in my office for when the a/c is on full blast). I'm also in Austin, so HOT is our dominant season, and I expect to get a lot of wear out of many of the pieces.

Based on what I have now, my wish list looks something like this:

2-3 dresses
1-2 pairs of shorts
cropped white pants or jeans
2 blouses
2 tees
2 fluid/silky tanks
casual slip-on shoe
casual flat sandal

I've been such an unorganized shopper in the past, buying things here and there without really having a strategy, I'm not sure how much I should be budgeting for a list like this.

How you do you arrive at a reasonable budget when you are in need of quite a few items? So far, I've averaged what I consider a reasonable price for each piece and added it all up, but I'm sure you all have better strategies! Any ideas or suggestions?

Thanks!
