The fabric is more on the&nbsp;stiff side, definitely not floaty. It does sit lower on the waist, but I wouldn't classify it as low-rise.&nbsp;I was able to get away with my usual size (00P) in this skirt, though the waist was a little bit big. It has spandex in it, so I think it is supposed to fit a little tighter than mine does; sizing down one size might be OK. I didn't have that option since I was already at the smallest size.</p> <p>I LOVE how it is machine washable. Thicker fabric is actually a big concern for me as I live in a really windy city and anything too floaty is problematic.</p> <p>Sitting low on the waist might be an issue though.
