I think wedges, platforms, bulky heels and cowboy boots all work as footwear for flare jeans. Since the flare has volume I would balance the top half with either a form fitting top, blazer or cardigan, or a loose flowy top tucked in with a wide belt. I also think flares work well with fringe and crochet details.

Also, scarves really come into their own here. Interest up top balances the base of the silhouette.

I think you can have a lot of fun with hair too, seeing how different dos affect the silhouette. For example long loose hair will work for a boho 70s vibe; hair in a high ponytail at the back will (from a side view) mirror the line of the pants. So from the side you'd be projecting at the back of your head, tapering in at the small of your back, then projecting out again at the hem. Etc. ^_^

Edited to add big earrings might be good too - balancing, like a scarf.

I think you've got a great outfit plan there already with the chunky shoes, woven shirt etc; the leather jacket sounds like it would be particularly yummy. I'm sorry I'm not good at coming up with suggestions. I usually need to grab everything in my wardrobe and actually try it on piece by piece to see what goes!

Generally speaking, I'd always wear platform/wedged/high shoes with flares - but take into account I personally like to lengthen my legs. I like tops to exaggerate the narrowness of my torso against the base flare of the silhouette - but take my pear shape into account. Small up top + wide at the bottom + exaggerated footwear = 70s cartoon (in a good way) disco shape that I love.

I wonder how different body types would be best styled when wearing flares - is it the same for all, or different?

I know insane...3 pairs but the jean store was having a sale where it was a special to buy more than one and they looked so cool. They are midrise and would fine belted as they are not too tight so I'm thinking chunky shoes, woven shirt and belt and jacket. I also got a brown leather jacket ...biker style..what I've wanted for a long time.
Im also thinking of going for a real 70s vibe or a cowgirl look. Anyone got any good ideas about how to dress flares up.
