It is helpful, but not the only indicator of whether boots will be a perfect fit. It also matters where the widest point of your calf is. I am short, so my widest point is lower than most. That means if very tall boots have a wide calf circumference at the top, they are going to be too wide, like rain boots at the top. This gapping is not attractive. I measured a pair of my favorite boots that I know fit well and tried to replicate these measurements. When I shopped for boots recently I scoured online retailers for boots that were 14" high and 15" circumference.
