I've worn these with dresses before. The heel is higher than you are looking for, but maybe it gives you an idea of a style to try?

Another thing you might try is to go to Zappos (or another shoe site) and search for "shooties." These would have a lower shaft and a closed toe but be more bootie-like than, say, a loafer. Maybe also do a search for "heeled Oxfords," which would be a type of shootie.

These don’t meet your requirements (3” heel, not perforated or with cut-outs), but I do wear them with dressses and skirts all the time, with black tights or stockings. I like a chunkier heel to visually balance my calves, and for ease of walking.

I like to wear sleek heeled booties that taper on the ankle. See pics on this thread:

I'm wearing black tights today with a grey dress - and black high shaft chunky sole booties. I've tried grey legs in the past and find the colours are hard to match. I wear lots of navy tights too, , and have tried burgundy and brown ,which I like. All I wear in winter with dresses are booties, and contrary to your preferences, I like a higher shaft better.

A few years ago, I had a colleague who very often wore booties with knee-length dresses. She had a collection of victorian-looking booties like the ones on the attached photo, with a rather low but sturdy heel, fun details like buttons or lace, and deep colors (purple, blue...). She paired them with pattern tights. She had generous legs as well, and the result was gorgeous!

Not much help here I'm afraid - I always do black tights with black booties when I wear them with a dress. Following with interest!

I frequently wear booties with dresses. I also don't like black tights. Some common pairings I do are Burgundy booties with a shaft about 2" above ankle with matching Burgundy tights. Black 3.5" heeled booties, with a shaft about 2" above ankle with charcoal tights. Both of these have a close fitting ankle and both are block heels. Also, Black 1.5" heeled booties at ankle height, without tights or with nude-to-me tights.

What type booties do you wear with dresses? I wore booties with dresses a few times this winter. This started with finding that I have no pumps that stay on my feet. I do have a pair of black sling backs, but don't like the look with black tights-OK with sheer black hose though. Since I have given up entirely on trying to find suitable dressy footwear other than booties and sandals, and not liking anything with too high a shaft, no open toe, and heels from 2 to 2/12 there doesn't seem to be much out there. I would like something maybe cut out or perforated so as not to look too wintery. Also since I have generous calves those skinny little kitten heels make them look fatter.
