I checked my Uniqlo Heattech bottoms, and IMHO their measurements are fairly accurate. If I am at the top end of measurements, I size up because I have disproportionately heavy legs, so I got S with 25/26" waist and 34" hips.

Gigi, I'm not sure about the size chart. It doesn't seem to include hip measurements for pants. FWIW, my hips are 35", and I have heattech bottoms and tops in XS.

J.J., how does the sizing run for Uniqlo? Is the size chart on their site accurate, do you think?

Uniqlo's Heattech Leggings are AMAZING. I just got back from a trip to London. Even though it was cold-ish and wet, I was never cold walking around. And, even more amazing, when I would go INSIDE a museum (coat off, of course), I didn't get hot, despite the base layer of pants and long sleeve shirts. The HEATTECH stuff is magic.

Also, Uniqlo leggings are thin and lay flat, so I could easily wear them with skinny jeans. I was very pleasantly surprised.

Another benefit: they're inexpensive and there seem to be regular sales, too.

Thank you all for the great recommendations. I'm hoping to go to REI tomorrow and see what they have. I will not end up with the cheapest options I'm sure, but I've left it too long to order I think. So REI was a great suggestion!

I'm always cold and I'm wearing my beloved EBTEK (Eddie Bauer) long johns right now. Lightweight & thin material that washes well (polyester, but feels like cotton, honest.)

There are Cuddleduds, but they can be too bulky to wear under pants and jeans. I like the silk ones from Lands end or LL Bean and they last if washed in the sink and hung over the tub. Just don't let silk soak. It weakens the fibers. I like mine on the short side so that they will not hang below my pants/jeans.

For pant liners, I like the LL Bean better than Lands End because Lands End has rather long prominent cuffs at the ankle (see last find and compare to LLBean pant in 4th find.

I wear them every day from September to May, LOL. What you are looking for is sometimes called "base layers" in the more gearish sources.

How tall is she? I've liked these from Sierra Trading, because they are long enough for me. My inseam is 32, most are just too short. But the review on it got a lot of complaints from people that they were too long. The midweight ones are great, I tried the heavyweight (not linked) and they are a little much for indoors.

Silk ones are nice, but tend not to last as long polyester ones. Cabela's lasts as long as the expensive ones from Winter Silks. Smooth is better than textured, for pulling clothes on them easily. Patagonia, SmartWool, etc. are top end brands. REI usually has some if you want to get her something she might be able to exchange in a store.

My sister wants thermal underwear...bottoms, not tops. Yeah, I've lived in the South for 33 years!

Which ones are the best? Thin enough to wear under pants but not anything like tights. I mean, don't need to have feet if that makes sense!
