The pleated skirt is more versatile as it can be worn for dressy or dressy casual, the tiered skirt is very casual and would look great on warm summer nights at the beach/boardwalk. As for the two posted, the pleated is more versatile and complements the top better, but a brighter orange in a similar style would work equally well, so be picky. Find the color that makes you happy. Because it isn't next to your face, I think you have more leeway in terms of any orange you like coordinating with the top. I am leaning toward returning both. I hope I can find something that I will be sure of and not question my decision. If the color of pleated skirt was just a little brighter, I would keep it, but in real life color is not summery enough. And summer is my main season for skirts. Tiered one has very nice fabric content and I think after initial steaming would not crease that much but this one is too limited, as you said, will get worn only for couple of weeks in the high summer. The first is a work, dressy skirt and whilst it could easily be worn in the weekend I see that being a city errands weekend rather than a vacation. The second is a vacation or weekend skirt.  Great for hot summer but not likely to be worn outside that. I would decide based on the gap you are trying to fill. I am looking for something to wear in the heat. I just can’t do pants or jeans in July and August. But I will be spending a half of that period on vacation, so office wear is not a top priority.
