It's hardly ever been more difficult to pin a color. I think I have to take the bite and order both after all.  My next worry is the size. If the measurements on the website are correct I should take a small. However, I don't want it to be too tight. My two shift dresses, that are a little roomy around my chest, have the same measurement. It sounds like you have shoes in colors to go with both. I vote navy because I think it is less harsh in Summer during the day. It is a daytime dress right? Or casual evening. FWIW, I have identical black and dark navy sheath dresses and the navy is the better color on me. But, the black one gets worn about 10 times more than the navy. It's just easier to style and feels more elegant. It's easier to pick up a jacket or accessories for black. I haven't read them all. But I did see where you said you would probably wear it in the summer. That makes me think that navy would be a better choice. Although I do wear black in the summer, I think that a solid-color day dress that will be worn in the summer would be better in navy than in black. There are all the hypothetical issues above, but sometimes the IRL test shows a clear choice--the sheen, or lack, the depth of color. The blue which is not classic navy might be a better blue for a summer dress, or might read less luxurious. The black might look harsher in person or might really "pop" with your accessories. It becomes not a black vs. a blue dress but what does THE dress look like when outfitted.
