I think whether or not it makes them look taller depends on where the buckle hits, how wide the boot itself is, and how wide your leg is where the buckle hits. When you think of ppl for clams and skirts, if it hits at the narrow part, it draws attention to the slimness at that spot instead of the wideness below it. If it hits at the wide part, then it will call attention to that. The overall fit of the boot makes a difference too.
