I'm fairly picky and want a good quality pair of leather boots, but I don't want to spend $500 for them. Several of my winter skirts and dresses are black, my favorite being a short black and white spotted wool skirt. I would also wear my denim pencil skirt a lot, which would look good with any color. I'm blonde and generally more of a brown girl. I agree that it tends to be softer, but I'm thinking I'll get more mileage out of the black. However, I can see those burgundy boots being fairly neutral like a red. What image do you like to project? Imho, in very general terms black has more of an urban vibe, a toughness, while brown is a bit softer. But it depends on the styling of the boot and texture.
