(In fact, there are still women around here with mullet-style teased bangs and feathered back hair, a la 1981. And they aren't doing it facetiously.) But Harrisburg isn't exactly a Capital of Fashion, either.</p> <p>So tell me: Is this a new trend? An old trend? Just a weird fashion blip in the Capital of PA? </p>
