I’ve seen women in Berlin and Boston wearing all-black outfits (or nearly—one in Berlin had some black &amp; red Buffalo plaid up top) that included tulle skirts. I won’t guess at numbers, because I’m terrible at it and because it upsets some people, but I will tell you they were happily wearing their tulle fashion, and are not what anyone would call thin. The tulle layers are big &amp; floofy and body-hiding anyway. The jacket in this photo is doing a lot of work adding structure and shape!
