But I feel you on the armholes; I just kept the larger size of a new dress for that exact reason, though my dress had cap-ish sleeves which my shoulders overfill in the smaller (correct) size causing the armhole issue. As long as the torso doesn't end up too roomy you're probably right to try the next size up in the petite versus same size in the regular.
