There are two ways to do ruching in sewing as mentioned by the previous two posters: elastic or pulled thread. Personally I recommend you pass on this item because it doesn't look ruched enough to create much length and you don't know the quality of the material. When you remove stitching there will be holes even if you iron on a thinner material. But it is of course difficult to tell from a photo, so don't take my word for it!
