Looks to be a dolman sleeve which can be tricky for under a fitted topper, but great as a stand-alone top if one has a coat or jacket with roomier sleeves. I do have a winter coat with wide sleeve openings, so it could work for me as a stand-alone piece, not necessarily to be layered under a blazer or fitted jacket.
