It will totally sing with some colour contrast, but I think your first instinct to avoid a coloured belt is spot-on, because that would visually shorten your waist more. Where you can put the colour is on your wrist!- 2 big plain coloured plastic bangles (one white maybe) would look fab and draw attention down to the jaunty flare of the skirt. Another way to add colour would be with a sleeveless tailored waistcoat- say in that trendy peach/apricot colour- to be worn open, and purely as decoration!(This add-on would also tend to "lower" your waist visually, as long as the hemline sits a bit lower than your natural waist.) A coloured bag (Angie-style!) would be a buzz too.
