The sheath seems too short but could be worn with leggings or microfishnets. If the shirtwaist were my dress I'd take off the belt loops and wear a leather belt and shorten it so that it no longer has that stitching detail at the hem (although you are tall enough to be able to wear it like it is)...and wear it with leggings.
