I have to be honest here: I think having a large bust is one of the most crippling body types to have in terms of how to dress.
Think of all the necklines we can't wear: ballet/boatnecks, crewnecks, funnel necks, chunky cowl necks, turtlenecks, whatever neckline this is:

...and almost all woven tops.
All we can wear are v necks, low-cut cowls, square necklines, scoopnecks/u-necks/roundnecks which are all virtually the same, and sweetheart necklines. If you have broad shoulders, you're even more limited. I don't personally like sweetheart necklines, so that restricts me to 3 kinds.
We also can't wear any kind of details like tie necks, ruffles, or anything that will pull or potentially cause fit problems at the bust. No empire seams (I can sometimes get away with it, but I'm finding it increasingly more difficult). No ties if you're shortwaisted because they usually end up hitting right below your boobs, which looks weird.
It's extremely frustrating. There are parts of my body which I regularly fight with, but none that I'd consider changing except for my chest. I absolutely hate being busty. Other body parts like my bum I get frustrated with, but I don't really hate or want to change. But I would sell my soul for a C cup.
Having said all of that, I'm not really sure how to answer the question, because to me the busty body type restricts your choices enough that you can't really break out much. I'd just try experimenting with layering. With your broad shoulders, it's even more difficult because you have to make sure the neckline isn't too wide.
I'm really not sure what else can be done. Maybe Angie will enlighten us and prove me wrong. I hope so. I am getting soooo sick of bypassing cute tops, and having to wear the same thing over and over again. It's boring. Tops are the part of a wardrobe where I think you can have the most fun, other than with accessories. I'm quite sick and tired of the same old necklines, and constantly looking down my shirt to make sure nothing is showing. I don't have a sexy or alluring style at all, but I always seem to have cleavage issues and bits of bra poking out, even when I'm wearing a cami. I think a lot of people tend to assume that if you're busty and you're showing cleavage, you're trying to show off, which simply isn't true. We just can't help it.
I'm sick of it. want to try and find ways of layering with higher necklines to break up the chest area a bit, but first I need to own some higher necklines, which I don't.
OK *deep breath* that was quite a rant. To summarize the parts that might be helpful: Stick with vnecks and narrow scoopnecks, but look for interesting layering combos. Maybe try some scarves?
