I think the skirt is too long for leggings. There's a lot going on with all the horizontal lines created by the hem of the skirt, the bottom of the red leggings, and your shoes. That, paired with the skinny patent belt break you up in a lot of places. Does that make sense?
For this outfit, I'd take off the leggings, go with red shoes, and a wider waist belt (the skinny belt seems to get kind of lost paired with the blouse).
As far as the leggings--I have an olive green safari shirtdress that is a tad too short to wear bare legged (hits me 3 or so inches above the top of my knee). I might try to wear some red leggings I found at Express with it. I'm not sure what you have in your closet---do you have anything that's on the shorter side, or maybe has a deep slit up the middle (like a button up dress?). I think the skirt needs to be higher than knee length.
