For me, it depends on the width of the sleeves. Narrower blazer sleeves scrunch much better and stay put at least to some extent. Even those will fall down occasionally through the course of a day but I don't mind giving them a little push back up.
You can also roll, of course. Different look, but it does stay put.
Another trick, with those that have working buttons, is to push the sleeve up past the elbow, and then turn back the cuff one button. This seems to help anchor it a bit.
Bomber jackets often have a knit cuff -- this helps. Even my leather blazer that has a knit panel on the sleeve will stay scrunched.
The type of lining also influences things. My Elie Tahari jacket has a gorgeous lining that for some reason seems to maintain a scrunch for longer. It is thicker and even though it is slippery it is less "slick" somehow.
