I picket this up at Target, love the color- it is not pulling across chest, that is just because arm is out. It has slight puff on top of sleeve. Is it too youthful? Is it a 10?

I think it's a 10.
It's a great color for you and looks like it is just your style. I don't see the puff on the sleeve, and it doesn't seem youthful to me.

It looks longer than ideal for skirts, but I think it should work with slim pencil skirts or maybe even with a drop waist.

Teal would be perfect underneath.
