Hmm tough decision as I think they would both work. How do you feel a bout two items of black next to your face? I really like the style, and ink blue and black look great together. My personal choice would be the blue coat.
I think that black is dressier. BUT, I am a huge fan of navy and black and think it is very sophisticated. With that said, I would totally go for the blue.
In these photos the blue looks richer. The black, a bit flat. But I have a total bias for navy and probably generally prefer black for textured items (ie/ wool coat).
I agree with Jules that the blue seems richer in these pics. I bought a navy blue trench in April and have enjoyed wearing it with both blue and black pants and skirts.
But if you need a very formal coat your best bet is probably black.
