Anyone know if it is possible to make the dip in the back of a dress higher? I was wondering for this dress particularly, if the low back could be altered to be a slightly higher up the back and not as low. Below is the exact dress I am asking about. Thanks in advance for any advice!

The only possibility I see would be to take the skirt entirely apart from the beaded top and "raise" the waistline area when re-attaching it. You would have to re-fit a new waistline because you are essentially making the larger hip area into a new waistline. An of course, the dress would be shorter by the amount of the "lift". This looks like a heck of a lot a of work to me, especially because the beaded top would have to be reattached by hand in order to save the pretty design in the front waist area.

I think if it doesn't fit you as is you should pass. If you were to raise the waistline up as suggested by barbaraq it would throw off the placement of the curves through the hip area.

A piece could be added, but it would look odd.

The only way without reconstructing the whole dress would be to add a piece. It could be done with a third fabric (black satin?) and closing at the top with a small button or hook if you don't want to remove and replace the zipper. But a lot of work and much hand sewing, in my estimation. Probably $50 worth of alterations (based on local guesstimate and probably out of date pricing.)
